NPGA Presses for Renewable Propane Production & Use
On April 18th, 2024, NPGA wrote to the Office of Air and Radiation (OAR) at the United States Environmental Protection Agency (EPA) regarding Renewable Propane (rP). NPGA presented the legal justification and the use justification for qualifying rP for Renewable Identification Numbers (RINs) under OAR’s administration of the Renewable Fuel Standard (RFS) for use in home heating. NPGA provided the legal justification, which was identical to the legal justification previously used by the EPA in amending the requirements for home heating RINs. NPGA also provided a use justification, noting that propane heats more homes than home heating oil, which is currently covered under the regulations. NPGA plans on continuing to press for opportunities and incentives for rP production and use.
EPA Publishes Final Rule on GHG Emissions
On Monday, April 22nd, the U.S. Environmental Protection Agency (EPA) published its Final Rule – Greenhouse Gas Emission Standards for Heavy-Duty Vehicles, Phase 3. The Final Rule seeks to implement more stringent greenhouse gas emissions rules for Class 7 and Class 8 trucks. In a significant change from the Proposed Rule, the final standards increase in stringency at a slower pace through Model Years 2027 through 2030. Further, Heavy heavy-duty vocational vehicle final standards are less stringent for all model years. A full text of the Final Rule is available here.
