Winter Weather Logistics and Winter Storm Fern

Winter weather and below-average temperatures are affecting most of the country, and the propane industry is hard at work keeping homes warm and generators running. As our marketer and transporter members continue their essential duties, NPGA and the state and regional associations are advocating for hours-of-service relief to enable drivers to continue their essential work.

NPGA posts applicable hours-of-service waivers, state-of-emergency declarations, and allocation notices on our website, here. Current posted federal declarations and waivers for the following states related to the transportation of supplies and/or fuel are as follows:

Federal (FMCSA) regional hours-of-service declarations:

  • January 23 – February 20, 2026: Alabama, Arkansas, Colorado, Connecticut, Delaware, District of Columbia, Florida, Georgia, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maryland, Massachusetts, Michigan, Mississippi, Minnesota, Missouri, Montana, Nebraska, New Hampshire, New Jersey, New York, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Vermont, Virginia, West Virginia, Wisconsin, and Wyoming.

NPGA continues to gather data and communicates regularly with the Federal Motor Carrier Safety Administration. We share information from our membership regarding terminal wait times, allocations, supply interruptions, weather events, and issuance of state waivers. During times of peak demand and logistics challenges, NPGA encourages you to share terminal wait times via PLAN, which is available online at https://plan.npga.org.

NPGA remains in communication with the state associations affected by Winter Storm Fern, and subsequent storms, as well as the U.S. Department of Energy and FMCSA. If you need to extend a waiver, please contact your state association and NPGA.

On supply, the EIA reported that total U.S. propane/propylene inventories declined by 4.68 million barrels of propane for the week ending January 23, in line with industry expectations. However, propane stock levels were 22.7 million barrels above the same period last year. So far, secondary propane storage has been sufficient to meet increased demand; however, challenges may arise if logistics challenges and snowy, cold conditions persist nationwide, delaying resupply and increasing demand. Additionally, allocation notices for February were issued for the following pipelines and terminals:

  • Dixie Pipeline: Apex, Cheraw, and Lexington.
  • MAPL-East: Carrollton, Moberly Terminal, Cantril Terminal, Ft. Madison, Farmington Terminal, Iowa City Terminal, Dubuque Terminal, Janesville, Janesville Terminal, Kearney Terminal, and LeCompton.
  • MAPL-West: Clay Center Terminal, Greenwood Terminal, Whiting Terminal, Ogden Terminal, Sanborn Terminal, Jackson Terminal, and Mankato.
  • Enterprise TEPPCO: Dubois, Oneonta, Watkins Glen, Harford Mills, and Selkirk
