Vermont Delays ACC, ACT and HDO Enforcement

Last week, Vermont Governor Phil Scott issued Executive Order 04-25, which delays enforcement of the Advanced Clean Cars (ACC) II rulemaking, the Advanced Clean Trucks (ACT) rulemaking, and the Heavy-Duty Engine and Vehicle Omnibus (HDO) rule. The ACC II and ACT rules require vehicle manufacturers to achieve increasing sales and delivery benchmarks for zero-emission (e.g., battery-electric, fuel-cell electric) passenger vehicles and commercial trucks. And the HDO rule requires manufacturers of heavy-duty vehicles (GVWR >10,000 pounds) to meet tougher emission standards for criteria air pollutants, including nitrogen oxides and particulate matter.

Collectively these rules impact the market for propane-powered vehicles, as well as the internal combustion engine trucks that marketers and wholesalers rely on to operate their businesses successfully.

Executive Director of the Propane Gas Association of New England (PGANE), Leslie Anderson, has been combating these regulations in the Green Mountain State since they were first promulgated. “We are pleased that Governor Scott has granted this waiver as it is clear that there is insufficient electric vehicle technology and infrastructure to meet the demands needed for Vermont’s heavy transportation logistics,” said Anderson.
