On September 7, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published its long-awaited proposed rule requiring gas distribution pipelines to update their distribution integrity management programs (DIMP), emergency response plans, operations and maintenance manuals, and other safety practices. NPGA has been awaiting this rulemaking for a significant period of time. NPGA submitted a petition to PHMSA on this issue in December 2021, based on the PIPES Act of 2020. NPGA will be presenting a comprehensive comment to PHMSA regarding the burdens of the program and existing safety measures for LPG operators. Comments are due November 6, 2023.
