On Wednesday, January 18, 2023, NPGA commented on a RFI from the Environmental Protection Agency (EPA). The EPA published the RFI in order to solicit information consistent with its Grant Competition policy for two new programs: first, to narrow emissions from the transportation sector, and second, to reduce air pollution at ports.
NPGA’s comments centered on ensuring that the EPA’s programs would focus on reducing emissions as compared to diesel emissions, and that emissions reductions should be the basis on which grants were selected. NPGA stressed that this metric would align the program with the EPA’s programs under the Diesel Emissions Reduction Act (DERA), as well as the Clean School Bus Program. NPGA focused on the fact that propane-powered engines were cost competitive vs. electric engines, and provided for significant emissions reductions. NPGA also noted that the EPA should not use certification under the California Air Resources Board (CARB), as CARB certifications were inapplicable to .02 NOx off-road engines, which are used at ports. NPGA noted that these engines represented a 90% emissions reduction from diesel engines, which aligned with the goals of DERA, and the Infrastructure Investment and Jobs Act.
