As part of New York’s efforts to reduce greenhouse gas (GHG) emissions consistent with the Climate Leadership and Community Protection Act, the State Department of Environmental Conservation (DEC) is creating a mandatory GHG reporting program. Under the program, obligated entities, such as thermal fuel suppliers, would be required to report applicable emissions to state officials.
As currently proposed, the emissions source category “Suppliers of Liquid Fuels and Petroleum Products” would ensnare propane suppliers and marketers, creating a GHG reporting obligation. Furthermore, “Large Emission Sources,” which includes Suppliers of Liquid Fuels and Petroleum Products that supply more than 100,000 gallons of fuel per year, must have their emissions verified by a third-party entity.
NPGA will continue to monitor New York’s proposed GHG emissions reporting requirement. As of the 2023 industry sales report, New York was the 7th largest propane market in the country, with 401 million gallons of fuel sold.
