Initiative 2066 (I-2066), a ballot initiative protecting consumer energy choice that was approved by Washington State voters in November 2024, was ruled unconstitutional by a King County Superior Court judge on March 21, 2025. I-2066 would prevent local governments, air control agencies, and the state building code council from prohibiting, penalizing, or discouraging the use of gas across the buildings sector.
In the run-up to the election, NPGA and the Pacific Propane Gas Association (PPGA) worked to ensure that voters were properly educated on I-2066. Steve Kaminski, President & CEO of NPGA, noted, “We are disappointed by the judge’s ruling to eliminate energy choice protections for Washingtonians. Washington State voters made their decision in November. It is clear, Washingtonians want to make their own energy decisions and oppose efforts to curtail access to reliable, cost-effective thermal fuels, including propane. NPGA will vigorously support the effort to appeal this decision.”
In 2023, Washington State was the 18th largest state propane market in the country, with 185 million gallons sold. For more information, contact NPGA’s Senior Director of State Affairs, Jacob Peterson.
