The Committee on Ways and Means is the oldest committee of the United States Congress and is the chief tax-writing committee in the House of Representatives. The Constitution requires that all tax legislation originates in the House of Representatives, and all tax bills must pass through the Committee. This system makes the Committee and its members more influential than other committees on Capitol Hill.
