APPLICATION FOR A PUBLIC MEMBER SEAT ON THE PROPANE EDUCATION AND RESEARCH COUNCIL

IMPORTANT: TO BE CONSIDERED IN 2024, NPGA MUST RECEIVE THIS FORM NO LATER THAN MARCH 1, 2024.

The application below is to be completed by anyone seeking a public member seat on the governing body of the Propane Education and Research Council (PERC).

PERC was authorized by the U.S. Congress with the passage of the Propane Education and Research Act (PERA), signed into law on Oct. 11, 1996. PERC is governed by a 21-member board appointed by the National Propane Gas Association (NPGA) and the GPA Midstream Association (GPA). Each association appoints nine Council members and they cooperate in the appointment of three public members.

To qualify as a public member, PERA stipulates that an individual represents significant users of propane, public safety officials, academia, the propane research community, or other groups knowledgeable about propane. Applicants should also be aware of the following provisions in the law:

  1. No employee of a qualified industry organization or other industry trade association shall serve as a member, including NPGA and GPA.
  2. No member shall serve concurrently as a Board officer of a qualified industry organization or other industry trade association (state or national), including NPGA and GPA.
  3. Only one person at a time from any company or its affiliate may serve on the Council.
  4. Public members may be reimbursed for their expenses while serving on the Council.
  5. Council members shall serve 3-year terms and may serve not more than 2 full consecutive terms.

In addition to the statutory requirements, NPGA is interested in individuals who possess some or all of the following industry qualifications:

  • Possess a broad-based market development orientation.
  • Interested in and supportive of the PERC concept.
  • Possess industry experience and/or knowledge.
  • Possess a broad, global view of the industry.
  • Possess the ability and willingness to participate.
  • Be a visionary and have a future view of the industry.
